I was unsure where i should post this question, it doesn't fit anywhere. But i wanted to ask, cause i am hoping someone on here will know, what do these symbols mean?

Looks like a form of Kanji. I don't know the calligraphy well enough myself to know what they mean, but given the number of symbols and the positioning on the shuriken, it can be assumed it's a referance to some formation of elements.
