I would think that it would depend on the style your training in and the person. Personally, I think Jo Staff may be easiest to start with, as it transforms easily to many other weapon techniques, and one of the easiest to improvise if needed, ie:broom stick, branch, pole, ect. Once again, just m opinion.

There is no real answer, but there are better weapons than others.
In my opinion, bo is one of the best to start with. Strikes use the basic form of punching, and the extra weight helps build upper body strength. If, after working with bo, you switch to jo, the jo is one of the easiest things in the world to wield, since it seems like it's light as a toothpick. Anything straight and staff-like can easily be used as a weapon.

Yeah, it all depends on what you want from your weapons training.
I have a favourite weapon to use, the kubotan. Its a small length of wood/metal that I use for percussion strikes aswell as firming up certain joint locks. I love it because its so easy to convert something to be one and can be carried easily and, more importantly, legally. My personal choice of substitute is a Parker style pen. No-one can stop you for being in possesion of a pen!!
